Plans have been unveiled for a new £25million to £30million luxury hotel to transform Breakwater Beach with a modern yet colourful Brixham touch.
The design and colours of water's edge hotel - of four or five-star status - will mirror the multi-coloured properties and cottages of the port famous for guiding its fishing fleet home from sea.
The eye-catching development comes from Brixham Mortar Limited, led by Torbay-based property developer Jack Turton who played a leading a role in delivering the Eden Project in Cornwall and the National Marine Aquarium in Plymouth.
Mr Turton was also involved in a multi-million regeneration partnership between Torbay Council and world-renowned developers McAlpine which collapsed at the last minute several years ago.
A public consultation is planned for September 18 to allow the public to view the Brixham project which is one of the biggest investments in Brixham for years and another huge vote of confidence in the English Riviera.
The proposed new 44-bed hotel with restaurant, roof bar, gym, spa, and new beach-side bistro is focused on providing both residents and visitors with an excellent experience of Breakwater Beach. The development will also include self-catering apartments on stilts.
There will be also free changing rooms for beach users, including the large and growing number of locals who enjoy swimming in the sea come rain or shine year-round.

Brixham Mortar says: "We will also continue to keep the beach clean maintaining its Blue Flag status. The beach will always remain fully accessible, and we will improve the disabled access to the beach. During the development the much-loved Breakwater Bistro will remain open in either its
current location or in the new beach-side bistro.We’re also going to look to improve the access to the beach from the SW Coast Path steps.
The project will allow the Breakwater Bistro and Hotel to expand its support for the seawater Shoalstone Pool which is badly in need of repair funds. The donations began on May 1 and have already topped £3,250.
Brixham Mortar says: "Currently we donate 15p from every cup of coffee bought to the pool. We want to be part of helping to ensure the pool’s long-term future."
The proposal will also help tackle the major problem of parking in Brixham. The development will include the provision of additional car parking at the close-by Marina car park. The plan is to provide between 200 to 400 extra parking spaces. The final number will be agreed following the public consultation.
The hotel’s design has been inspired by Brixham’s colourful houses that surround the harbour.
Brixham Mortar says: "We want a landmark development that is designed for the character of Brixham. We understand Brixham does not want architecture that maybe appropriate in other seaside towns just re-located on to them. Our architect has designed a development that is based on
the character of Brixham."
They added: "The buildings have been designed to sit at the bottom of the existing cliff at the back of the beach, existing bistro and car park. This means on Berry Head Road the height of the buildings is similar to those on both Kings Street and Berry Head Road. There won’t be any
restriction of local residents’ views or overlooking.
"We want our development to become a key asset for Brixham Harbour and the town as a whole. It will be a key contributor to the Brixham economy boosting tourism and providing much-needed jobs. The proposal does not impact on access to the harbour or slip ways. Our aim is the work
with Torbay Council to see if we can help improve access to the harbour.
