Torbay Council has confirmed the appointment of Knights Brown as the contractor for the Paignton and Preston Promenade coastal flood defence and public space improvement scheme.
Following consultation with local residents and the developer, construction is due to begin in September 2025. This timing has been planned to avoid disruption during the peak summer season.
The multi-million scheme is designed to protect homes, businesses and infrastructure from future coastal flooding while improving the public spaces along the seafronts.
At Paignton, the work will be delivered in three phases between 22 September 2025 and 10 May 2027. At Preston, construction will take place in a single phase from 30 September 2025 to 4 December 2026.
The development at Preston Sands includes the area where beach huts are currently located. Torbay Council has advised beach hut users that huts will need to be removed at least one week before work begins on 30 September 2025. No beach huts will be available at Preston for the 2026 season.
A Torbay Council spokesperson said the decision was not taken lightly and acknowledged that it would be disappointing for hut users. The council said it appreciated the public’s understanding as work is carried out to make essential improvements.
Once completed, the new flood defences and upgraded public spaces are expected to bring long-term benefits to the area by protecting property, enhancing the visitor experience, and supporting the local economy.
While some disruption is expected during construction, the council says it will aim to minimise the impact on tourism, local businesses and regular users of the seafront. Sections of the promenades will remain accessible throughout the works.
Efforts will also be made to support events held on Paignton and Preston Greens, with plans in place to ensure that businesses can continue trading and that key events — including those organised by the council — can still go ahead.
Cllr Chris Lewis, Deputy Leader and Cabinet Member for Place Development and Economic Growth, said: “The flood defences and public realm improvements are a once-in-a-generation opportunity to protect the communities of Paignton and Preston.
“Schemes of this size will of course involve a level of disruption. Our team are working hard to ensure that the seafronts remain open for business and people can still visit and enjoy the beaches, promenades and green spaces.
“Development of the coastal defences and public realm improvements are part of our commitment to celebrate and protect the places that make Torbay special. The defences are one of a number of large regeneration projects around the Bay that will combine to breathe new life into Torbay and secure its place as a world-class destination.”
