A yellow weather warning has been issued by the Met Office for south Devon and Torbay as a 'wall of rain' batters the region. Cornwall and much of southern Wales are also affected.
The Environment Agency has also put out a flood warnings for nine rivers across Devon.
Enivronment Agency officials said river levels were rising as a result of the rain and warned that people should "take care" in affected areas.
The weather warning began last night and continues until lunchtime today today.
With the ground already saturated, the rain is predicted to have a far greater impact on local travel and infrastructure.
The Met Office has advised there is a slight chance of power cuts, additional flooding and road closures.
