This week I feel like I am about to deliver a Christmas present to the Bay. I am so excited to share with you the fantastic news and next steps of a very well-loved Torbay building.
Over the years the Pavilion has offered a wide range of events and activities. Some of us remember it being an ice rink, then shops with a restaurant and bar upstairs, however we all know the building has been closed since 2013 and despite many attempts to resurrect the building there have always been difficulties.
Since we came into administration in May this year, we have been working hard behind the scenes to agree a deal to enable this site to once again become a focal point of the bay, working on how we can bring this building back into use whilst bringing it back to its former glory.
I am absolutely delighted to announce that we have managed to conclude a deal with MDL (the company who have a lease on the building) and this means we can deliver the building back to something that will once again have a long term and sustainable future.
The deal will see, the council taking the Pavilion back under control, together with a financial payment that when matched with money from the Government’s Levelling up pot and discussions and funding from an end-user allows us to restore the Pavilion to get it open once again for you and visitors to enjoy. The final negotiations regarding the end-user are not at signed contract stage yet, but we do have a heads of terms agreement and further announcements will be made once the final document is completed. We are however confident that the completed scheme will return the Pavilion to the cultural heritage pride of place on the harbourside that is currently lacking.
I know that everyone will have a million and one questions and one of the first will be ‘when will the doors of the Pavilion be open?’ As soon as we have more details we will be delighted to share them, but as Christmas is fast approaching I thought the bay and its residents could do with a further piece of good news, so I was determined to write about it this week. To be honest, I don’t think I could contain my excitement anymore.
Also this week, we shared our new approach to tackling anti-social behaviour. I have heard from you and businesses about the impact of some behaviours from a minority of those in our town centres. The main issues have been in the form of anti-social behaviour, littering and street drinking. We really want to improve the experience our residents, businesses and visitors get when they visit either Brixham, Paignton and Torquay.
Part of this approach is using something called a Public Space Protection Order, or you may know it as a PSPO.
A PSPO is a tool that can be used in a positive way to help prevent anti-social behaviour. It can provide an effective response to some of the daily issues faced and imposes certain conditions within a specific area. Before a PSPO can be put in place, there is a statutory requirement that we have to consult on the actions, activities and area that will be enforced. 
In the new year, consultation will start on putting in place PSPOs around drinking alcohol and associated behaviours. This will cover all three of our town centres.  
Alongside this, we are also introducing more Street Wardens and new Anti-social Behaviour (ASB) and Environmental Crime Enforcement Officers. With these new posts, it means we will be at least doubling the number of ASB Enforcement Officers that are currently working across the Bay. 
These officers and wardens will be visible in all the town centres. Their roles will include establishing relationships with local businesses and gathering evidence and intelligence on what is happening to provide the right response to challenge behaviours that are causing concern.
I hope you agree with me that putting in place this new enforcement and partnership approach is a positive step forward, making our town centres safer and more welcoming places for our residents, businesses and visitors.
