Jim Parker: Don't demonise redevelopment when demolition is on the agenda
Richard Kaskow wears his heart on his sleeve especially when it comes to Paignton. I have known him for years and he has always spoken with a passion about the town's future and getting it right. He believes in its architectural past and restoring it rather than needlessly demolishing it.
Paignton - like its sister town across the Bay in Torquay - needs something to lift it out of the doldrums. Now its future is well and truly in the spotlight as it sits at the heart of a massive £200million transformational plan to breathe new life into our town centres as private sector regeneration partners Willmott Dixon and Milligan join forces with Torbay Council to embark on that rescue mission.
There is £13.36 million of Future High Streets funding from the government to help pay for and start that new future for Paignton which will include looking at redeveloping sites like the former Crossways shopping centre, Station Square and the Victoria Centre.
Campaigner Richard, a former voice of the town community partnership and now Action for Paignton, has never been a great lover of Town Hall-inspired projects. Misgivings and objections to the long-awaited sea defence and public realm schemes for Paignton and Preston were one recent example. And now he has similar concerns for what is being mooted for Station Station Square and beyond after getting sight of some albeit preliminary proposals from the council at the end of the summer.
So much so that he and Action for Paignton  have come up with their own dream scheme - which is even accompanied by a short 'Welcome to Paignton' ditty/song.
Richard, who has worked in the built environment from design to construction for 40 years and has a degree in architecture, has written to councilors with the details and the catchy tune.
Their rather upbeat message/press release comes under the heading A Battle for Paignton's Soul: The Station Square Revolution!  It says: "Hold onto your beach hats, folks! Torbay Council is at it again, trying to sneak through another mediocre plan for Station Square. But not on our watch! Action for Paignton is throwing down the gauntlet with a jaw-dropping vision that'll make you say, "Now THAT'S a welcome to Paignton!"
The proposals are aimed at 'Unveiling the Magic of Paignton' and councillors are told: "Prepare to be dazzled as we weave the enchanting threads of Paignton's Victorian "Garden Town by the Seaside" charm with the awe-inspiring UNESCO English Riviera Geopark designation. This isn't just a makeover; it's a time-traveling, earth-shattering metamorphosis."
Action for Paignton's 'Recipe for Greatness' includes (and these are their words) a futuristic station entrance that'll make sci-fi fans drool; taxi rank fit for royalty; drop-off zone so smooth, you'll think you're floating; public spaces that'll make New York's High Line jealous; 'Sticky space' seating that'll have you glued (not literally) to the spot; subtropical planting that'll transport you to paradise; tourist information so compelling, you might never leave; directional signage clearer than a GPS (and way more charming); night time illumination to rival the Northern Lights.
The 'Cherry on the Top' will also include a 'glitzy new glazed entrance canopy; GWR exhibition area that'll make train enthusiasts weak at the knees; sleek blue metal fencing that'll have you feeling like you're in a modern art installation; 'supersized disabled drop-off area for maximum accessibility; transformed GWR car park that'll make you forget you're just dropping someone off'.
Action for Paignton sum up: "While the Council's offering a sad 'cosmetic makeover' we're serving up a five-star, red-carpet-worthy public realm transformation.."
Richard, who ran his own architectural practice in Wiltshire for many years, says: "We saw drawings for Station Square in August. They were so poor. We can't have half-baked schemes. We need to get off to a good start. We need to reach for the stars."
He insists: "They keep talking about listening to the community. This is from the community. I have sent our plans to councillors and officers. They should come and talk to us.If they are serious about engagement talk to the people who know what they are doing. It is about getting it right and not mucking it up."

He is not talking about wholesale demolition  of buildings and redevelopment. The main Station Square buildings could be restored (not demolished). He says: "We're talking about what you can see on the ground and improving it."

Who is paying for the facelift and how long will it take? Richard says: "The scheme would be financed from the Future High Streets funding. It could be completed in six months."

Richard Kaskow and his supporters are either brainstormingly brilliant or bonkers! Pressure groups like his are dotted all over the Bay and I should suspect the entire country. They have their part to play in democracy and their voices should be heard and respected.

But I believe merely standing in the way of development every time the 'D' word is mentioned is standing in the way of a new future places such as Torbay so badly need. If they offer sensible, sustainable and viable alternatives or options then brilliant. To simply delay and sink a scheme and then claim victory achieves nothing.

I am not necessarily putting passionate Richard Kaskow and his Action for Paignton group into that category and I don't for one minute mean to be condescending or patronising. I love characters like Richard Kaskow. They make the world go around and life much more colourful and interesting. It's just that sometimes perhaps they should not let their giant hearts rule their heads.....Only a thought
