The 'public realm' scheme is being carried out by contractors Montel Civil Engineering Limited, who took these latest pictures, for Torbay Council.
Work has now started on the south (harbour) side of the waterfront area to dig deep tree pits that will be home to 14 new trees. In addition, an environmentally beneficial Sustainable Urban Drainage System will be installed.
The overall plan is to create a 'Piazza'-style area around the Clock Tower with traffic reduced, bus stops moved and the harbour views opened up to the public.
There were concerns from harbour traders that, as part of the work, traffic would be banned during the busy Easter holidays period but after discussions between businesses, the council and Montel, vehicles will still be allowed to flow through as the traders declared: 'We are open for business and Easter'.
The same compromise will apply during the early summer months when it was also feared cars would be banned.
The next stage of the work, part of the £21million Torquay Town Deal government funding pot, will be the demolition of the former Debenhams building.
