Consultation opens on proposed closure of rural Dartmoor primary school

Devon County Council has opened a public consultation on plans to close Shaugh Prior Primary School, with residents invited to submit comments or objections before an expected decision later this year

A consultation is underway regarding plans to close a rural Dartmoor primary school near Plymouth this September.

Shaugh Priar Primary School, which is part of the Exe Valley and Moorsway Federation, currently has only two pupils on its roll.

A statutory representation period has been opened by Devon County Council, running from 5 March to 2 April 2026 with proposals to close the rural school from 31 August 2026.

A Devon County Council spokesperson told The Moorlander the school has faced declining numbers for several years.

“Shaugh Prior Primary School is a small, rural school which has been under-subscribed for several years, and currently only has two pupils on roll,” the spokesperson said.

“Since September 2025, these pupils have been educated off-site at Cornwood Primary School, within the Exe Valley and Moorsway Federation, to ensure access to a broad and effective curriculum and for the children to interact with peers of their age.”

According to the council, there have also been no preferences submitted for admission to the school’s Reception class in September 2026.

The two pupils currently on roll have already been attending Cornwood Primary School since last year.

“Parents and carers would be able to express a preference for a place at an alternative school,” the spokesperson said.

“Devon County Council will manage this process and ensure there are local places for all families.”

Parents would be asked to submit an in-year admissions application and name up to three preferred schools. 

The council said it will try to meet those preferences where possible, depending on available places.

Shaugh Prior Primary School has historically served the village community since 1899. 

The council has acknowledged that the closure of a rural school can have an impact on local communities.

However, it says the proposal has been brought forward due to concerns about the school’s long-term educational and financial sustainability, alongside low pupil numbers in the area.

Residents and stakeholders can comment on the proposal during the current representation period, with a final decision expected to be made later this year.

“You can object to or comment on the proposal and all responses should be submitted by email to schoolconsultations@devon.gov.uk or by post by the closing date of 2 April 2026.”

“We anticipate a report going to Devon County Council’s Cabinet in May, where the final decision will be made,” the spokesperson said.
