Vacant brownfield sites could be transformed into affordable housing as Torbay Council considers the next phase of its award-winning Hotels to Homes programme.

Plans to deliver 29 new social rented homes in Torquay will go before Torbay Council's Cabinet this week.

Cabinet members will be asked to approve proposals to transform two vacant brownfield accommodation sites into a mix of one and two-bedroom apartments, providing much-needed affordable housing for local people.

If approved, the developments would create modern, energy-efficient homes let at social rent, helping to address housing demand while bringing underused buildings back into use.

The proposals form the next phase of the council's Hotels to Homes programme, which converts vacant accommodation into social housing.

The programme's first completed development, Brampton House, transformed a former hotel into 14 social rented homes and has since received national recognition.

Councillor Alan Tyerman, Cabinet Member for Housing and Finance, said: "Brampton House showed what's possible when we take a fresh approach to housing delivery. By bringing vacant and underused accommodation back into use, we're creating high-quality homes for local people and making better use of existing buildings across Torbay.

"We know that access to affordable housing remains one of the biggest challenges facing many local residents. These proposals would deliver 29 new homes on brownfield sites, helping us tackle housing pressures, reduce reliance on temporary accommodation and create stronger, more sustainable communities.

"I'm pleased that Cabinet has the opportunity to consider these proposals and continue delivering much-needed homes for local people."

The Hotels to Homes programme was developed by Torbay Council as a response to increasing housing pressures across the bay.

All homes delivered through the scheme are let at social rent and prioritised for households with a genuine local connection to Torbay.

If approved, the latest phase would provide 29 additional homes, helping more households move into secure, long-term accommodation.

Torbay Council's Cabinet is due to consider the proposals at its meeting on Tuesday, July 21.
