Affordable over-55s housing scheme approved for former Paignton church site

Plans to transform the former St Boniface Church site in Paignton into 25 affordable homes for older residents have been approved by Torbay Council’s Planning Committee.
Boniface Community Homes has welcomed Torbay Council’s decision to approve plans for a new affordable housing development for over-55s on the former St Boniface Church site in Paignton.
The scheme, approved by councillors on May 26, will see the vacant brownfield site on Belfield Road redeveloped into 25 one-bedroom affordable rent flats designed specifically for older local residents.
Known as St Boniface, the development will feature a three-storey apartment building alongside parking for 15 vehicles, as well as bike, scooter and bin storage facilities. Three of the homes will be fully wheelchair accessible, with step-free access, wider doorways and enhanced circulation space.
The site has remained vacant since 2022, and developers say the project will help tackle housing pressures across Torbay by providing affordable homes for older people looking to downsize, while freeing up larger family homes elsewhere in the area.
Earlier this year, members of the public were invited to view the plans and share feedback during a consultation event at Foxhole Community Centre. According to the developer, the proposals received strong local support.
Founded in 2025, Boniface Community Homes is a sister company to Armada Property UK and works in partnership with Torbay Council to help increase the supply of affordable homes across the Bay.
Ben Coggins, Director of Boniface Community Homes, said: “We are delighted that Torbay Council Planning Committee has now approved plans for St Boniface and would like to thank councillors, planning officers, local residents and everyone who engaged with the consultation process for their support throughout the application.
“This development will bring a long-derelict site back into meaningful use and deliver much-needed affordable homes for older residents in Paignton. There is a clear and growing need for quality affordable housing across Torbay and we are proud to be playing a role in helping address that challenge.”
The company hopes to begin work on the Belfield Road site in September 2026.
