New update shared on major Torquay harbourside redevelopment

The Strand plans include a new hotel, commercial space and public realm improvements

Plans to redevelop the former Debenhams site on Torquay harbourside are moving forward, with Torbay Council confirming that a planning application for the Strand scheme is expected by the end of 2025.

A spokesperson for Torbay Council said: “A planning application for the Strand redevelopment scheme is scheduled for submission by the end of 2025, with a decision anticipated in spring 2026. In parallel, the commercial strategy is progressing to secure investment, appoint a hotel operator, and attract tenants for the commercial units.”

Heritage and conservation matters are expected to be assessed through the planning process, and these are understood to form part of the long-term approach to the site.

The redevelopment is being progressed with regeneration partners Willmott Dixon and Milligan.

According to information published by Milligan, the plans include a 154-room upscale hotel, upgraded public realm and new commercial space.

The hotel would feature 33 suites, a rooftop bar and restaurant with harbour views, fitness facilities and flexible event space.

It is intended to appeal to both leisure and business travellers, with developers saying it would act as a new focal point on the harbourside and could contribute to the town’s evening economy.

Its town-centre location places the development close to key attractions including Torre Abbey and links to Dartmoor National Park, with those behind the project saying it could help draw visitors to the harbour area and encourage longer stays across the English Riviera.

If planning permission is granted, construction is expected to begin in 2026 and run through to 2028.

The project is anticipated to support jobs during the build phase and create permanent roles once completed.

The commercial units on the ground floor would be leased separately to encourage local business growth and new enterprise.

The Strand forms part of the wider Town Deal regeneration programme for Torquay.

The scheme would replace the long-vacant department store with a mixed-use development and includes improvements to public realm, streetscape and pedestrian connectivity around the harbour.
