More than 800 children, young people and carers from Torbay’s fostering community enjoyed a sparkling night aboard Dartmouth Steam Railway’s Train of Lights, marking the sixth year the event has brought families together for a magical start to Christmas.

Families linked to fostering, special guardianship, disability services and care-experienced young people climbed aboard the illuminated carriages on 27 November. The annual trip has become a highlight of the festive calendar, with Dartmouth Steam Railway now having donated 4,045 tickets since 2019.

Organised by Torbay Council’s Corporate Parent Champions and Children’s Services, the Train of Lights forms part of a growing programme of events designed to give foster carers and the children they support memorable shared experiences. This year, Sound Communities also joined the journey, recording interviews for a special podcast capturing the excitement on board.

Representatives from Fostering South West – the regional fostering hub working with 15 local authorities – attended alongside the scheme’s mascots, the Mood Bears.

The trip was also supported by a host of local figures, including council leader David Thomas, Cllr Jacqueline Thomas, cabinet member for children’s services Cllr Nick Bye, deputy leader Cllr Chris Lewis, Civic Mayor Cllr Barbara Lewis, Cllr Cordelia Law, Cllr Mandy Darling and Torbay MPs Steve Darling and Caroline Voaden.

Father and Mrs Christmas were on hand to welcome families, while Dart Netball Club and council staff donated more than 600 packs of crayons for children on the night.

The Train of Lights is just one part of a wider programme of support and celebration for Torbay’s fostering community. Carers and children also recently gathered at Upton Vale Church for the annual Christmas party, complete with music, games and a raffle.

Throughout the year, the council offers access to a beach hut, Paignton Zoo passes, Torquay United home match tickets, a summer barbecue and regular forums, alongside training and professional guidance from social workers and experienced foster carers who act as mentors.
