Torquay’s Fleet Walk shopping centre is set to play a central role in the town’s regeneration plans, following the appointment of a new strategic asset manager.
Milligan, a specialist in retail and mixed-use redevelopment, has been appointed by Torbay Council to manage the centre — a move designed to strengthen Fleet Walk’s position within a revitalised town centre.
The open-air centre connects Fleet Street with the harbourside and is home to high street names such as TK Maxx and Sports Direct, sitting between two key footfall drivers: Primark and the independent department store Hoopers.
The appointment comes as part of Torbay Council’s wider regeneration strategy for Torquay, which also includes the redevelopment of Union Square.
Milligan’s dual role across both sites is expected to allow for a more integrated approach to improving the town centre experience.
“Fleet Walk is a critical piece of the puzzle in Torquay’s regeneration story. It’s not just about optimising a shopping centre — it’s about creating a high street that works for the community, for visitors, and for the long-term vitality of the town,” said Alex Hyams, Head of Mixed-Use Asset Management at Milligan.
Torbay Council’s Strategic Head of Asset Management, Paul Palmer, said the move marked a “step change” in how Fleet Walk will be run in future: “Their expertise will help the Council unlock the centre’s full potential — enhancing its performance, strengthening its role in the town centre, and elevating the retail and leisure experience in Torquay over the next three years.”
Milligan brings over two decades of experience in retail-led regeneration. The company is known for its placemaking-led approach, combining commercial performance with long-term social and economic benefit. Its recent appointments include roles in Huddersfield and Chesterfield.
As strategic asset manager, Milligan will work with key stakeholders to improve Fleet Walk’s tenant mix, customer experience, and alignment with new visitor attractions — including the proposed 154-room hotel at The Strand.
