It is all systems go as Torbay heads to the polls.

More than 100 local election candidates will compete to claim seats across Torbay’s wards, with a total of 36 up for grabs on Thursday, May 4.

The same number of candidates are from the Conservative party, while 37 are representing the Liberal Democrats.

Labour has five candidates. There are 19 Green candidates, 13 Independents, and three from the Trade Unionist and Socialist Coalition as well as one from the Workers' Party of Britain.

The election will select councillors who are responsible for making decisions on running local services, including housing, education, transport, planning, parks, leisure, public safety and social care.

To vote in the local elections, you must be on the electoral register.

Anne-Marie Bond, returning officer for Torbay Council, said: “This election will be the first that requires voters to have photo ID if they’re voting at a polling station. If you don’t have ID that looks like you, you will not be able to vote. You can check what photo ID is acceptable by going to the Electoral Commission’s website.

“These elections are an opportunity to have a say on who represents you on issues that directly affect day-to-day life here in Torbay, so please don’t miss out.”

The Torbay Weekly has given every candidate the chance to say who they are and why they are standing for election. All but a few have taken up the opportunity so here is our ward-by-ward round-up:

Kim has lived in Barton for 25 years, raising her family-of-five in the area, before training to become a paediatric staff nurse. She is standing as your councillor because she has become even more disillusioned with the performance of our current Lib Dem councillors; feeling the area has continued to deteriorate – even while we pay 20 per cent more council tax, and one has been leader of the council and another lead on regeneration!

Damian has lived and worked here for over 35 years. What have the Lib Dems’ done for us? Watcombe deteriorated further, with Barton and Hele following its slipstream. Watcombe Park suffering badly from inept highways policies. The Willows totally forgotten except loosing Nightingale Park to crazy ‘solar farm’ that will probably never happen! Cllr Darling is leader of the council so maybe his eyes on higher office have gone from us after 28 years as a councillor? Fix our roads, fix our social housing, and stop raising our council tax.

Steve Darling has served the people of Torbay for 28 years as a councillor. My wife, Mandy, and I raised our two sons in the Bay, with both attending Torquay schools. We have been fighting for quality local services, a fair economic recovery and keeping our Bay a great place to live and work. We commit to more support for young people, better services for the elderly and vulnerable, quality and affordable housing for families and action on protecting our environment. We are extremely proud that Torbay Council has been short-listed as a finalist by the Local Government Chronicle for the Most Improved Council of the Year award.

I initially turned down the suggestion to stand for the council. What changed my mind? The Queen’s life of service had a big impact; maybe I should be willing to spend time serving my local community. My career, latterly as a HM’s Planning Inspector, was based on a passionate interest in delivering development for the community, caring for the environment, and grappling with securing a sustainable balance. I have been married to Sylvia for over 50 years with two sons and two grandsons. I am a practising Christian and member of Hele Baptist Church; I have worked with people of many faiths and none. If elected, I intend to positively serve the community.

Swithin has been a councillor since 2017 when he was elected for the Barton with Watcombe ward in a by-election following the sad passing away of respected councillor, Roger Stringer. Having worked previously as a caseworker for former MP Adrian Sanders, and for Age UK’s National Advice Line, Swithin has a record of helping people which he has brought to his councillor role. Recent Freedom of Information requests show that Swithin is regularly in the top two councillors for dealing with most items of casework for residents. Swithin lives with his partner in Torquay and they can be often found walking their rescue Labrador Angel around the Bay.

Gary is an active Labour Party Member, is the present C.L.P. chair, lives in the ward and believes every person’s voice in the ward should be heard. Gary has worked in the NHS for 38 years and is an active member of Unison. He says: “Like the vast majority of people, I have grave concerns about the future of the NHS."

I stand for political, health and environment reform: Proportional representation to replace our outdated first past the post system, so that every vote counts; improvements to local services and for all local people, regardless of age, disability, gender, religious belief, or ethnicity. Everyone should be able to find the help they need; a focus on the environment which is crumbling around us. Only the Green Party takes this seriously.

Adam was previously volunteer chairman of the Churston, Galmpton and Broadsands Community Partnership for over ten years. In this role he assisted on a wide range of community issues and helped write the Brixham Peninsula Neighbourhood Plan and prevent unauthorised camping on the Common and at Broadsands. Adam is also chairman of a local nature conservation charity he helped set up. Adam lives in the ward, having grown up locally and attended White Rock primary school. Following a career in finance where he worked in both New York and London, he returned to the area and now runs his own business. Adam believes it is important to protect the countryside around our area and that future major housing developments on greenfield sites should be stopped. He wants the council to focus on improving our existing towns and villages and making places better and not simply bigger.

Alan has lived in the Churston with Galmpton Ward for 17 years. He is an experienced councillor in Torbay having previously represented the Goodrington ward and during his last spell as a councillor he served as chairman of the audit committee. Alan is currently a governor at a local secondary school. He will bring that experience to work with children’s services to help improve support of schools throughout Torbay. He is also keen to work with local employers to develop opportunities for our young people. As a former trustee of the Torbay Coast and Countryside Trust, Alan is committed to helping  preserve our natural heritage in Torbay. He also wants to see better support from the council to community groups and is committed to improving services that residents most value in the ward.

I am standing for election as a councillor because I believe strongly in public service and having a liberal voice representing Churston with Galmpton. I am passionate about protecting the environment, improving local services and being active and engaged throughout the ward. I have a broad experience skillset from serving in the Royal Navy for 16 years, working in the offshore energy industry and for the last four years maintaining x-ray equipment across the South West including our local hospitals. I can often be found on Broadsands beach and Elberry Cove enjoying a walk, helping with beach cleans and cycling in the local area.

Dennis lives locally and was brought up in Brixham and Paignton. He attended South Devon Technical College, and formerly ran a successful garage business in Totnes Road. For 13 years, he was a school governor at both a primary and comprehensive school. He is married to Pat with three grown up children. As a local councillor, Dennis would champion affordable housing and social housing, and would campaign for the use of brownfield sites for building rather than encroaching on green fields. He would also take up the difficulty of obtaining doctor appointments in the area and ensure that the potholes issue is given priority, especially the roads damaged by the additional usage caused by the works on Brixham Road.

Karen Kennedy (I) I have been the Churston with Galmpton ward councillor for the last four years and have worked as hard as I can, often into a headwind, at understanding the complex machinery of local government, and the intricacies of departments, finances and personalities - certainly a challenge!   I am ready to continue to apply and extend that hard-earned knowledge and experience on your behalf. I have also learned that, over time, the politics in Torbay has come to be prioritised above residents' needs. I feel very strongly that, in local government, people come before politics which is why I choose to be Independent.

In that time, I have seen many changes, the vast majority not for the better!The recent closure of Torbay Road and the planned closure of further parking spaces, the neglect to our local green spaces and footpaths and the failure to collect much needed money from vacant allotments are just a few examples of why I felt the need to stand as a candidate in this election. My colleague, Iain and I have already had discussions with many local residents and we have pledged our support to get these issues resolved. I am determined to get Paignton back to where it used to be - namely a beautiful, thriving town we can all be proud.

I have lived in Paignton since April 2021 having moved here with my wife, from another seaside resort, Teignmouth. Over the past ten years I have gained experience within local government as a local councillor and I wish to continue to use that knowledge for local residents within Paignton. I am standing for election to not just represent residents and businesses, but to gain positive outcomes and get Paignton our share of improvements. I am also a mobility scooter user, so I understand the challenges that other disabled people have. I believe we need to protect our green open spaces, improve the parking and safety for residential areas and sort out many neglected buildings in Paignton. We also need to resolve the issues at both Torbay Road and Hyde Rod, which is becoming a bottle neck with the closure of the one lane.

Maggi has lived in Paignton for 35 years, and her daughter went to school here. She worked in nursing homes and Torbay Hospital as the dementia specialist nurse prior to retirement. Maggi is passionate about green spaces and the environment, as well as local history and local theatre. She was the Civic Mayor of Torbay in 2019/20, meeting many hard-working local people and groups serving the community.

I was born and bred in Paignton and have worked in the NHS majority of my working life. I am married and a mother of two. I’ve been a councillor since 2021. I have enjoyed the extra responsibility and given the role for scrutiny lead for health and adult services. When I do have some time out, I train in Taekwondo and have dedicated myself to achieving a black belt. Now I help train other students ranging from all ages in martial arts which I really enjoy. I’m a passionate person who just wants to help other people. If I was re-elected I would continue to put the residents as a high priority and continue to help as many people as possible.

Andrew has lived in the Bay since 2009 and before becoming a councillor, Andrew was a campaign manager with over 20 years’ experience which gives him a wealth of experience of working with councillors and MPs in delivering for our communities. Teamwork and working together is crucial in delivering better services and improvements for our Bay. Andrew is standing again for Cockington, Chelston and Livermead to continue to deliver improved services, safer streets for residents and to assist residents sort out a wide range of problems, from bins not being collected to problems with anti-social behaviour. Mark is a champion for local businesses within Cockington, Chelston and Livermead. He is a great believer in 'shopping local' supporting, utilising and highlighting the profile of the amazing shops, pubs and other businesses that are part of the fantastic community we have here.

I have lived in Torquay since my parents moved us here in 1975. I’m married with three children and my wife is a nurse at Torbay Hospital. I have been employed in the construction industry for most of my working life, starting as a site labourer, then at a builders' merchant and later trained as an engineer. I am now a self-employed housing designer. Between 2016 and the pandemic, I helped to organise the BMAD bike and music festival raising money for sick, disabled and disadvantaged young people. It would be an honour to be trusted by the voters of Cockington with Chelston to represent them on the council and to help improve their ward and the Bay.

We love living here and walk our dog around the area every day. Currently, I sit on the audit, harbour and licensing committees and have a high attendance record at council meetings. So, I have obtained a good understanding of the workings of the council, which enables me to address residents’ issues both quickly and effectively. Living in Torquay since school days, and having worked for the Environment Agency, I’m passionate about both protecting and enhancing our precious green and public spaces. I’m, also, concerned for those who are vulnerable, both young and old, and have acted as an advocate for many individuals over the years. Everyone should have access to decent housing, and it is important that we have safe streets with community spaces that are well maintained and respected. I’m interested in meeting people, resolving issues and am happy to hear from you. I have a sincere desire to improve the quality of life in the area of Ellacombe and the wider Bay.

I have lived in Torbay since I was 16 years of age, I have four grown up children and three grandchildren - whom I adore. I am now retired, however during my previous working life, I spent 24 years in the military both in the regular and reservist services. Once I left the services and moved into ‘civvy street’, I worked in the local, family run business, Stephen P Wales (Electrical Metering Specialists) in Ellacombe for eight years. I am a keen player of racketball and I am currently the captain of the Torquay Squash Club ladies' racketball team. Anyone who attends the club will know me - I have been a member of 35 years. Being retired, I do have time, effort and knowledge to devote to being your elected councillor. I am also a volunteer at the Community Cafe in the Torbay Community Development Trust building in Temperance Street. Ellacombe has been in my blood for my whole life - I know what this community needs and will do everything I can to help.

Jermaine has been the elected councillor for Ellacombe since 2019 and is Torbay’s first elected black councillor. Jermaine has a record of action in Ellacombe working with residents and the local Community Partnership during the Covid pandemic, delivering meals to Ellacombe’s most vulnerable residents. Jermaine has helped many residents with their issues over his term as councillor. He is also a regional leader on equality and diversity and has helped set up the Torbay BME business network.

I have been involved in many community activities, festivals and events and feel this is something that is needed in Torbay. I have a passion for supporting the community and engaging with families and young people in the area of Ellacombe and beyond.

I have fond memories of our public utility companies. I joined British Gas in 1979, just as Maggie was testing the waters and selling off our industrial base. Then, in 1986, the great sell-off of our utility companies began. These companies had worked well and kept prices low. I now have three children. In Torbay there is a two-year NHS waiting list to be registered with a dentist. Face-to-face GP appointments are scarce. Hospitals are overwhelmed and nurses are striking to save our NHS. Our assets are being sold off and we are being sold down the river once again. I don't want my children to look back in 40 years and have only fond memories of the NHS. Our greatest asset.

My name is Hannah Stevens, I’ve lived in Brixham all my life and I work as a local estate agent. My grandparents, Marcel and Marilyn Vanderputte used to own the Crown and Anchor pub in Brixham, a central part of the fishing community and Brixham town. My parents are local Brixham residents and have been all of their lives. I have two children who both go to schools in the town, and I live with my husband in this wonderful town. I love to take my dogs for long coastal walks in and around Brixham. I did move to Paington a few years ago, however I missed Brixham so much I moved back and bought a house. I love Brixham and the community spirit we have here, I think as a born and bred Brixham girl I know I have local knowledge and care massively for our town, I’d love to apart of the future of Brixham.

I grew up in Dartmouth and have spent my career working on farms in the uk and abroad. Having worked hard and saving, one day I was given the opportunity to be the new team at Churston farm after previously working there for nine years. I am always keen to help and will do my best to solve any problems. I’m married  with two young children so understand the pressures of a work life balance. I’m straight talking and always go that extra bit to get this done. I believe I can truly help solve some of the many problems in Brixham and look forward to rebuilding the relationship between Torbay and Brixham councils.

Andrew has lived in Brixham since 2007 and has been part of the family business, The Hessian Company, taking over when his in-laws retired. As a result, Andrew is extremely well known across the Bay. He is a family man whose children are being educated in Brixham schools. He is also involved in the thriving marine trade across the three harbours and very much enjoys life living in the Bay. In recent months Andrew has become very interested in politics due to his work campaigning against the closure of the Brixham Road. He also wishes to improve the service Torbay Council provides to its residents and businesses and he remains passionate about forging much better links between Torbay Council and Brixham Town Council.

I have lived in Torbay for 20 years and have 40 years’ experience in recruitment. I am looking forward to taking on the Tories to protect local businesses and employment in fishing, farming and technology in the South West and am committed to protecting biodiversity in an outstanding area of natural beauty. I would campaign to control the release of sewage and ensure tourists are not put off from visiting and protect the health of local people who enjoy the beaches and amenities.

Dr John Benjamin Davis, known as Ben, was born in Barbados in 1954. The son of two teachers, he was taught to communicate on an intellectual level from an early age. In 1977, he qualified as a doctor and has served as a GP and homeopath in a variety of unusual environments. He has worked in prisons, for the RAF, Army and briefly the Royal Navy, and finally as lead GP in a casualty department at Torbay Hospital. Ben has worked as a stand-in GP at three GP surgeries in Brixham. He is concerned about the negative effects Brexit has had on this famous fishing port and on the NHS. He has lived in the Bay for 25 years.

He is a Torbay author, company director, and freelance management consultant working with public and third sector organisations. He has degrees from the universities of Bristol and London and is a Fellow of the Chartered Institute of Personnel and Development. Fifty-two years old and a father of two, he and his family made Torbay their home almost a decade ago to renovate the Victorian villa in which they currently live, having previously self-built a property using environmentally-friendly technologies. He is also the Green Party’s prospective parliamentary candidate for Totnes.

My whole working life has been in people facing roles - the last 7½ years helping bereaved families as a funeral celebrant. Like many of us, I’m frustrated with how partisan national politics can hamper local government. As an Independent, I can focus purely on our community and not answer to a party agenda. As a resident of the Goodrington with Roselands ward, I am passionate about making sure our ward and the wider Paignton area has a strong voice. I wish to be that voice - to speak up for issues in and around our area. That is why two years ago during the by-election campaign I led the campaign to stop three weekly bin collection idea that had been put forward by the Lib Dem/Independent coalition administration at the council. I was delighted that our local Community Partnership set up and took over the Goodrington Orchard in Goodrington Road and I have been actively involved working throughout the summer to help keep it tidy. I run a town centre newsagent and am keen to see regeneration of our town centres. I have been your ward councillor since 2019. During that time, despite not being in control of the council, I have helped numerous residents with various problems and I am always out and about on the streets, chatting and offering help in any way that I can. I am delighted to have started a community magazine, The Kings Ash News, and although this takes me a huge amount of time to pull together and deliver, I pledge to continue with this project for the next four years, if re-elected in May. My other achievements in this term, include organising speed enforcement with the local police, relaunching the Community Partnership, introducing regular litter picks, saving green spaces from potential development and working with Lidl to bring a new store on Kings Ash Road. However, there is much more to do and I hope to continue to work for you over the next four years. I am still committed to cleaning up the streets, resolving parking issues on corners across the ward and helping with your concerns.

I retired as a headteacher in 2010 and since then I have served as a chair of governors at Torquay Girls’ Grammar, and co-chair of a charity that supports a school for poor and orphaned students in Kenya. I enjoy looking after my grandchildren and walking the dogs. I am a long-time Lib Dem supporter, but 13 years of Tory misrule has driven me to challenge their hypocrisy. For starters, the Tories criticise the rising council tax, but it was they who cut local authorities’ budgets, thereby necessitating the rise in local council tax to fund our all-important local services.

I have lived in Brixham for more than 40 years and I would like to think I am reasonably well known within the town. My wife and family originate from the fishing industry, alongside we also ran the Crown and Anchor public house at the Brixham harbour side for many years. Hence I have a really good understanding of what makes our community work. After the pub, I had a little more time, and my two boys enjoyed rugby, hence it made sense for me to get involved and help. I ended up running the youth section at Brixham Rugby Club and we had a number of successful seasons. I am an environmentalist at heart and I now work within the management section of the waste and recycling industry across the South West. I am really disappointed that Brixham has been ‘left behind’ and simply forgotten by Torbay Council. I am determined to resolve that situation and ensure Brixham’s voice is heard again - loud and clear.

I started work in local government and then for 36 years worked for Members of Parliament at Westminster. I have previously served two terms on Torbay Council and stood down as councillor for Preston Ward in 2019. I share residents’ frustration that Brixham’s voice so often seems to be ignored and that is why I have decided to stand as one of the Conservative candidates for the St Peters and St Marys Ward, in which I live. I joined the family firm (Lownds-Pateman) in 1970 and became general manager in 1990 just before the company moved to the Babbacombe Pottery site in Babbacombe. Over the years, Mandy and Cordelia and I have helped hundreds of local people through casework. Across Tormohun, we’ve got some big projects over the line, such as investment in the Melville area, the enhancements to Upton Park and the commencement of works at Lymington Road coach station car park. But there are still challenges that we must overcome. And that’s why I’m standing again. As someone who has recently become a father for the first time, I, now more than ever, want a Torquay and Torbay that is truly prosperous for our future generations.

I moved to Torbay in 1969, living in Melville Street, I did my hotel management training at The Rosetor Hotel, which stood where the English Rivera International Conference Centre now sits. I created and ran, what became one of Devon’s finest restaurants of the time, before opening The Mousetrap Wine Bar, next door, which many seem to remember with fond if hazy memories. I have supported the community and local charities for the best art of my life and I would relish the opportunity to do what I can to help the residents of Tormohun and protect our heritage buildings in and around the area which I have deep affection for.

Pamela moved to Torquay in 2014 and both her children have attended the local grammar schools. She holds a masters degree in economic development and is a co-director of a consulting company. Her ethos of public service was developed at the beginning of her career when she worked as a civil servant in regeneration finance and programme management, and in regeneration policy and programme delivery in two local authorities. If she wins a seat on the council, Pamela is keen to use her skills in helping Torbay to develop as a premier resort and improve its employment offer.

Dennis lives in Wellswood. He’s passionate about protecting Torbay’s fantastic environmental and historical heritage. Dennis has extensive business experience and has been chair of Torbay Liberal Democrats, Torquay Cricket Club and is currently chairman of a Devon hotel and restaurant. The achievements of the Liberal Democrats / Independent-led Torbay Council over the last four years have dwarfed 20 years of previous Tory council infighting, putting cooperation, fairness, positive development and growth back into the Bay. Only by voting Liberal Democrat both locally and nationally can we achieve economic growth with social justice both locally and nationally.

Nick has been one of your Wellswood ward councillors since 2015, works with the Community Partnership and other community groups to help make Wellswood a better place. Residents appreciate his weekly litter walks and participation in the monthly clear-ups on the coast path. He writes a column in the Beach Hut community magazine and personally delivers 800 copies each month, meeting residents and hearing your feedback. He serves as chairman of the council’s children’s services overview and scrutiny board challenging performance. Children’s services are now rated 'good' by Ofsted. Nick is passionate about the regeneration of the Bay and frustrated by the slow pace of progress despite millions of Town Deal money. He enjoys walking, swimming (in summer)and theatre, serving as proud president of TOADS Stage Musical Society and Paignton Pantomime.

Patrick Joyce was born, and resides, in Torquay. He is very passionate about supporting the local community and charities. His support includes Rowcroft Hospice and a local animal charity. Patrick worked in high street banking, as a senior branch manager, managing multiple branches. He is also passionate about healthcare and his last role as a practice manager was in the dental sector. Patrick is often seen in and around Wellswood gathering views and opinions because he sees the role of a councillor supporting the local electorate as a priority. Patrick is very interested in social and affordable housing, curbing anti-social behaviour, and protecting green spaces and the environment. Patrick will bring hardwork, commitment and passion to ensure his contribution to Torbay will help make it a cleaner, safer and progressive council for everyone.
