New crossing to improve accessibility in Torbay

Torbay Council has announced a new toucan crossing is to be installed on Shiphay Lane, Torquay, improving access for people walking, wheeling and cycling between Edginswell and the seafront.

The crossing, near Newton Road, will connect key routes between Rainbow Drive and Torbay Hospital, forming part of the wider Hospital Trail — one of the active travel corridors identified in the council’s Local Cycling and Walking Infrastructure Plan.

Alongside the crossing, a new footway and cycleway entrance will be created to link into Rainbow Drive. The scheme is funded by Active Travel England through the Department for Transport.

Work will take place in two phases. The first, starting mid-June and running through to late July, will focus on building the crossing, new pavements, and an access point. The second phase, scheduled for September, will see traffic signals and road markings installed. The project is expected to be completed by October.

To minimise disruption, any temporary traffic lights or lane closures will be limited to off-peak hours — between 9.30am and 2.30pm or after 6.30pm. Access along the Hospital Trail path from Crownhill Rise to Shiphay Lane may also be restricted at times, with signage in place to advise users.

Once complete, the crossing will be linked to existing traffic light timings on Newton Road using smart technology, enabling better flow for both road users and those on foot or wheels.

Torbay Council said the project supports its long-term commitment to creating safer, more accessible active travel routes — offering people alternative ways to get around, while improving public health and reducing environmental impact.

Further improvements are also planned for the trail. A new ramp, known as the ‘Rainbow Ramp’, is due to be constructed beside the existing steps on Rainbow Drive. The ramp will provide step-free access for cyclists, wheelchair users, and those with pushchairs or mobility aids. Work on the ramp is expected to begin in 2026, following detailed design and community engagement, and subject to funding.

Cllr Adam Billings, Cabinet Member for Pride in Place and Parking, said: “The investment is a key part of our plans to provide accessible travel options around the Bay. These are very exciting improvements for people who currently use, or plan to use, the shared Hospital Trail.

“Both the Shiphay Lane crossing and the future ‘Rainbow Ramp’ will bring real benefits to the community. The shared trail will become truly accessible to all, allowing increased journeys to school, work, and for leisure.

“We are sure that the forthcoming improvements will be welcomed by the local community and appreciate people’s patience as we deliver them.”
